The requirements are more of business perspective. AFAIK, PI would not check the sequence error and alerty by itself. One solution is you can handle this out of PI at the source side using java or script. First let sender drop the file in a directory. Java program or script reads and check the sequence or wait and pass it to the other directory. PI will read the file from the second directory as usual. If the file does not exist for specified time send the email from your java or script itself.
