While this can't be done in Crystal alone, one of the 3rd-party Crystal Reports Desktop Schedulers allows you to automate the process of exporting a Crystal report to Excel, freezing columns/rows, and emailing the resulting workbook. Perhaps this would provide an acceptable alternative to your user.
