No, its master data in work center. If activity type has been assigned before creation of routing and later work center inserted in routing it would read automatically. Could you once compare the roles of both users apart from SAP_ALL?
Cross check by any chance they are not checking in different systems i.e. one is checking in productive environment and other in testing (you never know).
