Hi,
Not being able to see DS link in the CMC could be because of many reasons.
I assume here that you didn't see any errors during the install of DS 4.1 and you have installed the DS web-tier, right?
It can be incompatibility of IPS/BI with DS and for this please check note 1740516 "SAP Data Services 4.x and SAP Information Steward 4.x compatibility with SAP BusinessObjects BI Platform and Information Platform" .
Also make sure you restart the server.
You may also need to redeploy DS web app (see Wdeploy in the install guide)
