This CR, 777380, is scheduled to be fixed in PD 16.5 SP04 PL03.
No, you will not be able to apply the fix to your PD 15.2 installation. PD 15.x has been end of life for some time. Therefore, no additional bug fixes are planned for the 15.x release. You will need to use the workaround of selecting the 'one file only' option when generating the foreign keys only.
