ask you partner to get access right to https://service.sap.com/sbo-swcenter. If your partner encounters any issue with assigning the authorisation, he can contact SAP for help. BTW, with the Path you mention in your original Post, I cannot see any SBO downloads either - cannot remember when/if it was possible to download SBO Patches from that location
