its availbable from EHP6 with add on or directly with EHP7 http://scn.sap.com/community/erp/hcm/employee-self-service/blog/2013/02/07/all-that-is-needed-for-configuring-substitution-in-mss I think prabhu had different question regarding the Dropdowns which is fixed with two and had to be configured using OADP
