Just putting down the steps related to the suggested second method. I hope you are doing this in Development:
1. Drop the data from the infocube.
2. Add the plant section infoobject, may be under the dimension which holds the functional location.
3. Save and activate and the transformation would get automatically deactivated.
4. Enter the change mode of the transformation and map 0FUNCT_LOC from source to Plant Section infoobject which you've created.
5. Double click on the plant section rule now and choose "Read Master Data" from rule type as below:

Above screenshot is just an example as I've included 0PLANT only here.
6. Check and activate the transformation.
7. DTP would be inactive, make sure to go to the update tab of DTP and enable "NO UPDATE WITHOUT MASTER DATA", and activate the DTP.
Sequence of load:
1. Make sure to have the master data for 0FUNCT_LOC loaded.
2. Run Attribute change run.
3. Load the transaction data from DSO to Infocube.
0FUNCT_LOC gets its attribute data from the datasource 0FUNCT_LOC_ATTR.
Now the infoobject plant section would be available in all the reports on top of this particular infocube, which can be used as filters without any issues.
