Looks like this is the case. I exported a report and without including dependencies and ended up with this error on the destination system.
Required dependencies not found on target system : '[AdR_r01AjLVNiUpBXKDmAiE]'
I'd like to be able to schedule moves of reports, while handling universe moves manually.
