As a quick validation for authorization, you should create a process chain and include this DTP only. This will then run the DTP in the background with ALEREMOTE or BWREMOTE. This will then state if it is an authorization issue or not. Some of the basic things to do first is set up object changeability for DTP's, make sure the S_DEVELOP authorization objects have 40, 41, 42 and TABL set up. in addition there is a DTP authorization object that should be set up correctly to run things. The first one should allow you to determine if authorization issue. In addition, have your basis team check the ALEREMOTE passwords and make sure things are set up properly within the BW system.
