I am not fully sure that there is no network issue. Could you pls. describe it in detail?
And I've checked these two notes.
Note 1872990 describes a similar issue with mine but not fully match.
And the error message note 1791730 depitcts is excatly the same with mine except that I am not run into this error in "installing java engine".
But anyway, I do what it saies again (I've done this before and it doesn't work):
I use command ps -ef | grep sapstartsrv and got outputs like this:

I think these sapstartsrv processes are related with my original instance instead of the shadow instance because my shadow instance profiles are under parth: /usr/sap/S01/upg/...
So I followed the step 2:
linux-q0fx:s01adm 56> sapstartsrv pf=/usr/sap/S01/upg/abap/S01/SYS/profile/S01_DVEBMGS01_linux-q0fx -D
No outputs are followed with this command and i reboot the system and restart the upgrade program.
But still got the same error.
Plus, I used the command you give and also got the same error:
linux-q0fx:s01adm 65> sapcontrol -prot NI_HTTP -nr 01 -function Start
